PAEROA BOROUGH.

MONTHLY COUNCIL MEETING. ROUTINE BUSINESS. The monthly meeting of. the Paeroa Borough Council was held in the Council Chambers on Thursday evening, the following being present: His Worship tire Mayor (Mr W. Marshall), Crs. E. Edwards, J. W. Sileock, W. Turner, F. E. Flatt, J. Pinder, H. Hare, and the clerk (Mr W. C. Alexander). UNEMPLOYMENT LOAN. The resolution to borrow £2OOO for relief of unemployment was confirmed on the motion of the Mayor, sec-onded-.by Cr. Hare. PARKING OF CARS. The secretary of the Paeroa Volunteer Fire Brigade wrote drawing the council’s attention to the fact that motor vehicles were parked in front of the fire station doors or in the right-of-way on Saturdays. The Mayor suggested that a by-law should be brought down to deal with the matter. Whatever steps possible should be taken. It was decided to ask the police to assist in the matter. FOOTPATH IN HALL STREET. Mr D. Leach wrote offering to pay ha’ the- cost of a 6ft strip of asphalt from his bakehouse to the corner of the main street. —Referred to Works Committee, with power to act. ALTERATION TO CROSSING. Mr B. Nixon wrote asking-permis-sion to make an alteration in the crossing to his paddock i-n Quarry Road. —Granted. HOSPITAL LEVY. The Thames Hospital Board notified the council that the contribution this year would be £552 10s 6d, payable by quarterly instalments, the first being due on June 30 last. The amount was equivalent to 0.357 d in the £. The valuations and contributions, for the district were as follows: Thames Borough, £820,575, £1221 2s Id; Paeroa Borough, £371,310, £552 10s 6(1 ; Ohinemuri County, £666,317, £991 10s 5d ; Thames County, £570,821, £849 9s 6d ; Hauraki Plains County £2,110,934, £3185 6s 4(1. SUBDIVISION. An application was made by Mr RW. Lowry for the council’s consent to a subdivision- of lots 55 and 56, on the- corner of Miller Avenue and Kennedy Street. —Granted. REVALUATION. The Valuer-General wrote stating tiiat as a fee had been paid the owner of the land had thus established his right to a new valuation. In making the valuation the valuer had to be guided by the definitions of capital value-, unimproved value, ami value of improvements as defined by the Valuation Act, and not by the values at which other properties might have been valued at the date of ‘the last valuation of. the borough. He had to be prepared to defend his valuation at the Assessment Court. The Act did not give tiie council the right of objection in these cases, but the- point was under consideration by the Government because of a remit passed by the last Municipal Conference. Cr. Flatt moved ; “Tha.t this council reply to the letter from the ValuerGeneral to the effect that his. letter dated June 27 does not deal with the point raised by tlie council, ‘that in the opinion of t-his council the valuation of assessment No. 193 is absurdly low, therefore it requests the Valuer-General of, his own motion to amend the said valuation under the provisions of section 12 of the Valuation of Lands Act, 1925,’ and in support of this statement the council points out the present rental value of the property.” In moving the resolution Cr. Flatt said that the reply received from the Valuer-General wasi not at all an answer to the council’s letter.

Cr. Hare seconded, and the motion was canted.

UN AUTHORISE D EX PEND ITURE

Tlie clerk of the Tauiang.i Eo'Oogli Council wrote forwarding a resolution passed by that body asking tlie support of the council in approaching the Government to increase the unauthorised expenditure from ts»> to £lOO. The Mayor moved: “Tnat this council does not agr.ee with ine suggestion, but would support an amendment which would legalise an expenditure up to £lOO in any one year, provided such amount did not raise the average above £5O, calculated over a three year period, such period to be t'he year in question, and the preceding two years.” Cr. Flatt thought that the Mayor - was a better plan. Cr. Pinder thought that the Takapuna Borough Council would perhaps ■have had the law altered. Cr. Haro said that it «ould be dangerous to allow sma.ll boroughs to spend £lOO on unauthorised expenditure. He seconded tbe resolution, which was carried. HEALTH REGULATION.

Tlie Medical Officer of Health wrote stating that new regulations had been made witli regard to drainage a.nd plumbing, and asked the council to incorporate the same in its bylaws. The Mayor said that when the bylaws were under revision this section was submitted to the Health Department, and he thought the by-laws were quite up-to-date. On the motion of Cr. Edwards the matter was referred to the Health Committee to report, and if the present by-laws met the case, the Medical Officer be notified accordingly. EXPLOSIVES LICENSE FEE. The Chief Inspector of. Explosives forwarded the amended scale of license fees for dangerous goods licenses which would in future be charged. It was resolved to adopt the new scale of charges as advised by the Chief Inspector of Explosives.
