FURTHER LOAN NECESSARY.

APPLICATION TO PARLIAMENT.

At the monthly meeting of the Thames Harbour Board on Tuesday evening mention was made of the necessity for applying to Parliament for authority to raise a further loan oi .*.6000 witho’jl authority for ratepayers, to complete its Harbour Improvement Scheme. It was anticipated that the board would have authority to raise a loan equal to 10 per cent, of its £60,000, a.s other local bodies have such statutory authority to meet unforeseen contingencies, but when the matter was gone into it was found that harbour boards did not have this statutory authority. Hence the necessity for an application for empowering legislation by meiias of a s :i«nc in the Washing Up Bill. The matter came up when a letter was received concerning rhe nperations of the Local Bodies-Loan Board, apd a member asked whether the provisions of this Bill would prejudice the board’s chances of securing' its loan.

Another member expressed the opinion that no difficulty would i)O experienced from that source. The secretary was empowered to make formal application for authority to raise the loqn, and the chairman and secretary were authorised to proceed to Auckland to interview the secretary, Marine Department, on a matter concerning the work which had previously been overlooked. The following clause in the Local Committee’s report was later adopted: “That the draft of the clause for inclusion in the Local Legislation Bill giving authority for raising an additional loan of seOOt) be approved.” In reply to a question the chairman stated that the whole matter would, be discussed with the finance committee of the Thames Borough Council. The Borough of Thames was the rating area for the harbour loan.
