Guest, again expounded in the House of Commons! his scheme for 'remedying the unemployment evil. The suggestion was a voluntary expeditionary labour force on the lines, of that in the war period, the migrants ,to go to the Dominions; and undertake development work for a period of years. The scheme also proposed a system of separation .allowances, and, if necessary, the raising of a loan of £100,000,600 for the Wirpose- .
Captain Guest said he believed the Dominions- would subscribe to ' the loan.
Mr W. Lunn, Labour member for Yorkshire (West Riding), said the Dominions would deprecate, any proposal which directly associated Empire settlement with unemployment. There were millions of acres' awaiting development in the Dominions. .-Mr L. C. M. S.’ Amery, Secretary of State for the Dominions, said he doubted whether the military form of organisation . was ■ best. Migration ought never to be considered as a means of ridding Britain of people .the country did not want. ■«..< The Minister suggested ithat two of the most hopeful topics for discussion at the Imperial Conference would be how to- cheapen unassisted passages and how to increase British consumption of Empire goods. -
