COUNTY COUNCILS.
Sir,-—I think it is time the above system of local self-government was seriously taken in hand by Parliament. It will, I think, be conceded that as road makers county Councils are a complete failure, at all events in the northern par,t of the Dominion; anyone who travels over country roads must be convinced of this. The roads over which the Hauraki Plains County Council exercises control are in a bad state, and very little is being done to improve them. I understand the excuse is that) they have no money. Surely this cannot be correct. I find on looking up the records that they strike quite a heavy rate. The total for the general rate for the year ending March 31 last amounted to £7539. Of this amount £3074' had been paid, leaving £4464' outstanding on the above date. For the year 19201921 and previous £9SO was outstanding, making a total of general rates uncollected £5444. If this amount had been collected and spent on the roads, the purpose for which rates are paid, the roads .would be in fairly good order. Seeing that it is possible for such a position to be brought about under county government it is time it was swept away. RATEPAYER.
