TURUA TOWN BOARD.
ADJUSTMENT PROPOSALS.
COUNCIL’S SUGGESTIONS.
The text of the. suggestions for adjustments the Hauraki Plains County Council made- to the Turua Town Board was made public at the annual meeting of the County Council on Wednesday. The proposals were as follows:
Suggested basis of adjustment o’ assets and liabilities between the Hauraki Plains County Council and the Turua Town Board. Valuation, where hereinafter Used, to mean the capital value of property within the Hauraki Plains County, subject, to a general rate as shown in the valuation rpH as supplied by the Valuation Department at March 31, 1922.
1. With respect to loans laised over special rating areas partly in the Turua Town district and partly in the outlying districts of the Hauraki Town Board to pay to the Hauraki Town Board to pay to the aHuraki Plains County Council on the first of Setpember each, year commencing wit'h a payment on Ist. of September, 1922, until the loans are fully paid off amounts bearing the same proportion to the total amoupts payable by the Hauraki Plains County Council as the valuation o', the Turua Town District bears to the , whole of the said special rating areas.
2. With respect to t‘he debit balance ( at the 31st March, 192.2 of the Turua riding amounting to £2297 B.s Id, .the Turua Town Board to pay the Hau-J raki Plains County Council forthwith such amount, as will bear the same proportion to the said debt as the valuations of the Turua Town district bears to the rateable portion of the Turua riding. _ 1 3. With respect to liabilities of theTurua riding incurred at or prior to the 31st March. 1922, and owing or paid subsequently thereto, these to be apportioned in the same manner zs the debit riding balance. 4 With respect to labilities incurred, established and contingent at or prior to the 31st March, 1922, and owing or paid subsequently there to and which are chargeable to the general account, the Turua Town Board to pay to the Hauraki Plains County Council forthwith such amount as will bear the same proportion to chc said liabilities as the valuation of the Turua Town District bears tp the rateable portion of the County. 5. With respect to the assets of the Hauraki Plains County Council ’ which have been a charge on the general account to be assessed and be credited to the Turua Town Board such amount of the total thereof as will bear the same proportion to the said total value as the valuation of the Turua TowiwDistrict bears to the rateable portion of the County.
6. With respect to fhe total amount to be paid by the Turua Town Board to the Hauraki Plains County Council in respect of the latter’s several liabilities as hereinbe f ore mentioned. the former to pay to the latten Interest thereon at the rate of- seven pounds per centum per annum calculated from the Ist of April, 1922, to the date of payment.
Suggested terms of agreement be-> tween, the Hauraki Plains County Council and the Turua Town Board: 1. That the Board collect and retain tne county general rate levied by tha Council within the Turua Town district and shall collect and pay over to the Council the hospital and all separate and special rates levied by the Council from time to time within the said district.
2. That the Board shall pay to the Council on the 31st March in each year the difference (if any) between the several amounts of hospital, sepa.rate and special rates so collected by the Board Cpr the preceding twelve months and those levied by the council for the same period.
3. That the Board shall pay to the Council the sum of. £75 per annum as its proportion of the county general expenditure. 4. That so far as it is within th'
capacity of the Council to relegate I its powers by contract and subject to | this agreement, the Board shall have the care and management of all county roads within the meaning oi the Public Works Act, 1968, in the Turua Town district and subject as aforesaid have power to form, construct, improve, repair, and maintain the same and all bridges and footpaths thereon. 5. That the Board shall indemnify the Council against any and all claims and or demands made against the Council by any person, persons, or body corporate for compensation or damages or otherwise for or in respec*: of any matter or thing arising in the Turua Town district or from the works, acts, or’ neglects of the Board or its servants. 6. That if at any time the Board shall consider it desirable to raise a loan within the Turua Town district for the construction of any public work as defined by the Public Works Act, 1908, and the Local Bodies. Act, 1913, in the said district, it shall prepare and submit proposals, estimate, and if necessary plans to the Council, which shall consider the same, and if and,when such proposals meet with the Council’s approval whether as subm'tted or after alteration and after receiving from the Board a sufficient guarantee or reimbursement of the cost and expenses of and, incidental to the raising qf the loan, the Council shall take the steps required by law to raise the loan. When the loan moneys have been received by the Council the Board shall have power to carry out and construct the said work under the supervision of the Council, which shall pay over to the Board the loan moneys as available and when the Council’s engineer has approved otr-the work done by the Board. _ 7. Where any owner of land in the Turua Town district sells any part thereof the Board so far as it is within its power so to do shall enforce

That this agreement shall deemed to have been in effect fjrom > the Ist day of April, 1922. i The committee’s action in putting . forward the above suggestions was 3 confirmed.
