BUILDING BY-LAWS.

DISCUSSION IN COUNCIL. The Paeroa Borough Building Bylaws were discussed somewhat at Thursday night’s meeting of the Council, the Mayor, Mr P. E. Brenan, presiding. The DeputyrMaypr (Cr. E. Edwards). referring to the building bylaw, or rather the six months’ sus-> pension of what was considered a stringent portion thereof, said this modification had proven a good one, inasmuch as permits for five shops had been granted during the period of the policy. He moved that the existing policy be extended for a further six months. Cr. Bain seconded. Cr. W. Marshall moved that an extension of three months only be granted, as it would shortly be necessary to consolidate and print, the bylaws for the use of any and all requiring copies to peruse. Also, the fees were not satisfactory, inasmuch as a man had to pay 10s for a permit to do building to the value of £5. Cr. F. E. Flatt supported, on the grounds that the by-laws should be made permanent and uniform, so that people intending to invest in the town would know just where they stood.

Ur. T. P. Vuglar supported Cr. Edwards, but. he thought the modifica-< tion should last until,the end of the present Council’s term of office. Or, Flatt thought the whole of the by-laws should be reconstructed and consolidated for all time 1 , or for a considerable period ; it was unfair to give present builders an advantage over future ones. The Mayor said the modifications .had not proven altogether satisfactory ; if the policy was to be continued it would need to be modified. There was too much looking for concessions. He would prefer that the matter be deferred until next) meeting, and then gone into thoroughly. Cr. Edwards said his object in moving for six months’ extension was that all parties had gained much experience during the past six months, but a further six months of grace would give them a chance of seeing the class of shops erected under the modification. They would then be In a better position to judge as to Avhat should .be the permanent policy. Crs. Marshall, McDonald, Lamb, Flatt, and the Mayor voted in favour of th'* amendment (three months), and- Crs. Edwards, Vuglar, Bain and White against. The three months’ period was therefore carried.
