Fr,anc e formally defaulted in the war debts to‘day. Her Ambassador M. la Boulaye., and the acting-Secre-tarv of Stale, Mr Phillips, exchanged notes. The former commented thgt the situation was unchanged since the. Chamber refused to sanction payments, He reiterated the French .contention that the Lausanne Agreement and the Hoover moratorium make . rearrangements of the debts necessary. He added: “The French Government has never contemplated a unilateral violating of the undertakings it freely entered' into.” He expressed the hope that the differences could subsequently be adjusted.
'Mr Phillips, in reply, merely noted receipt of the French communication without comment.
