The suspension of the existing form of Government in Newfoundland, and the establishment of an administration commission of six to serve under the Governor i r , the basic recommendation of the Royal commission which investigated conditions in that Dominion earlier in the year.

On the fulfillment of this condition, the Government of the United Kingdom •will he asked to assume general responsibility for the finances, until r,uch time ,a s Newfoundland becomes self-support-ing. Reports described Newfoundlands ■Burden of public debt as “wholly beyond the country’s capacity,” and staled that it was essential that it ;be lightened if the, country was to be saved from the “imminent peril of financial collapse.” , _ The report added: “The financial difficulties .are largely due !o reckless waste and extravagance, and to the absence of constructive and efficient adminstration, engendered by the political system which for a generation br.s been abused and exploited for personal or party ends.” . .. , .
