“The Times” says: “Though theJapanese Budget shows a reduction of 22,1-09 thousand yen, the deficit is nearly ninety million, and remains inordinately high. The demands of the Army and Navy are largely responsible. The Specie Reserve, which was present since- 1921. has vanished ‘■‘mm the rational accounts. The deficit must therefore lie covered by domestic borrowing, hut Idle best judges of Japanese' conditions believe that the disturbance of the financial equilibrium ia only temporary.
