NEW YORK, November 12

it Washington dispatch declares that M. Litvinoff (Soviet Foreign Minister) is seeking to negotiate for the Soviet -a non-aggression pact- with America, as well as a treaty for American recognition of the Soviet, and also commercial agreements.

A general outline of such a treaty has been submitted to the State De-

partment by him. It specifies that the two Governments should recognise their respective territorial sovereignty and that neither shall recognise any territory seized ’by aggression or by force

Diplomatic circles have interpreted this effort of M. Litvinoff’s as a direct bid for American support as against Japan’s Manchurian policy.
