A wolßknown German journalist, Josef Ackerma'nn, lias been arrested in Bavaria. It is suspected that he was one of the sources of Ranter’s information.

BIG MAJORITY ANTICIPATED. FORTHCOMING PLEBISCITE. BERLIN, October 27. Captain Goering announces that reliable non-Nazis are to co-operate in the organisation of the German general elections. In order to secure fairness, the votes are to be counted publicly, though the voters will secretly mark their ballots. There are forty million persons entitled to vote, of whom it is expected that thirty-nine million will participate in the plebiscite. It is expected that thirty-five millions will be voting in the affirmative. COMMENT ON PANTER’S ARREST. LONDON, October 27. “The Times’ ’.’ Munich correspondent states: “The British Consul is still denied access to Noel [Panter, the “Daily Telegraph” correspondent, who was arrested on an espionage charge.
