CRITICISM OF GOVERNMENT CALCUTTA Oct. 14. The .Bengal Government this after-., noon issued an offie'al communique denying the statement made in an open letter to the press by Midnapore Europeans that, after the murder of the magistrate, Mr Burge, the hands of the local officials were so tied that the terrorists regarded it as another victory.

The communique- says slnecia.l measures, such as extra police and the curfew, wore announced on September 16. The disquieting fact remains that a fortnight was allowed to elapse before the measure was enforced.

Tlie situation at Midnapore, which is the black spot of terrorism, is known to everybody in the locality, and should be known to the Government. The impression still obtains that the Bengal Government never acts until it is forced to do so by public opinion.
