The iirst direct approach of France and Germany since the new disarmament plan was mooted occurred today, when M. Paul Boncour and Herr von Neurath met in a long conference. A subsequent communique stated they had covered the whole field of their mutual differences. It ;s learned that M. Boncour outlined proposals that have been agreed to by Britain, France, America and Italy. These dealt with a virtual stabilisation 01 armaments for four years, during

which there would be. strict supervision, and after wh.cli, if the agreement is observed, disarmament will begin. An important point is that th programme of disarmament to no carried out after-the trial period shall be defm'to'y fixed now. M. Boncour explained that the Powers insisted that there shall be no rearmament by ■Germany during the trial period, but that the Powers will begin to abolish certain, offensive weapons, and notably heavy mobile guns and heavy tanks. Herr Xcahath feared that these proposals would not lie acceptable, but he agreed to return to Perl in t.c consult Chancellor Hitler, and to bring a definite answer at the earliest moment.
