DIEEERING VIEWS ARMAMENTS AND SANCTIONS. I United Press Ass oration—By Electric Teiegi'apn-—(Jopyx-jght,.; GENEVA, September 27. Unis far no progress has been made in reconciling the Trench and German policies regarding the following matters: (1) Control of armaments and Sanctions. (2) In Franco-Italian views on (Sanctions. (3) Germany's attitude to heavy armaments. The Italian delegation, which hitherto has mediated between the French and the Germans, is itself a centre of opposition. There is much to be done before a clear cut issue is established for October 16. RUGBY, September 26.
At Geneva yesterday, when Sir John Simon was in consultation on disarmament with Italian, German and United States delegates, an optimistic tone, which prevailed as to the outcome of these exchanges of views, was based mainly on the fact that the desire is prevalent on all sides to smooth out the differences, and thus prepare the way for a resumption of the conference, when the consideration of the draft convention will be resumed.
“The Times’.’ says: “Negotiations in Geneva have been facilitated by the more reasonable spirit now characterising the German outlook, aided by the enormous improvement in Firanco-Italian relations. From the main difficulties remain to be overcome, one being the question of sanctions in case of infringement under the system of control of armaments the other being the German demand for types of armaments during the period of probation.”
