FRANCO-SOVIET CORDIALITY.
A NEW BALANCE OF POWER,
LONDON, September 14
The “Munchtser Guardian’s” Moscow corespondent says: “A welcome was nceored M. Cot,- the French Air Minister at Kiev. This is a striking oroof of growing Franco-Russian cordiality. The scene will be duplicated ■at Kharkov and Moscow. ■ M. Cot’s..visit has closely followed M. Heiiriot’s, and it indicates a new Franco-rSpviet friendship, that is bound to affect .the European balance of power. France, evidently nercelves that Soviet .friendship would be a guarantee against a formidable resurgence from Germany. .
