WGPING OUT THE OLD REGIME

HAVANA, August 25
Taking a firm grip of Rower, provisional President de Cospedes to-day issued a decree wiping out all vestiges of the ousted regime, dissolving the Congress, and calling elections for February 24th next. The measure has declared as unconstitutional the late administration and its acts since May 20, 1929, when President Machado was inaugurated as President ■ for the second term. All international obligations will be observed, however.
MACHADO GOING TO CANADA OTTAWA, August 25.
The Government has advised the Governor of the Bahamas that Senor Machado and his three associates will be permitted to enter Canadia. Senor Machado plans to stay for frofh two to three months in Montreal. Senor Machado is the fugitive exPrcsident of Cuba.
