PEACE IN PACIFIC
JAPANESE PROPOSAL
SUGGESTION FOR CONFERENCE

The British 'Dominions bordering in the Pacific Ocean will be asked to participate in the conference of Pacific powers which is contained m Japan’s peace proposals placed before the Institute of Pacific Relations on Wednesday ,if. the Japanese plan becomes an actuality. The draft scheme of the proposals, the Japanes© admitted, named only Great Britain, : but, due to the disc.us- • sions, here, it was quickly recognised that the Statute of Westminster, which gives am equal sovereignty with Great Britain to all of the Dominions, had been overlooked. The Japanese declared their readiness to amend the draft proposals so as to include the Dominions as full treaty-making powers with the other* nations bordering the Pacific.
The Japanese outlined their proposal for a pact, containing the provisions of- existing treaties and the Hoover-Stimson doctrine of non recognition.
Sir H. Samuel (Britain) recommended the proposal, 111 the draft of her pence pact, Japan has stipulated for. the modification of Article Sixteen of the Covenant of the League of_ Nations in a manner which would impel each nation to fall into line with a growing tendency among the nations to adopt a new conception of international sanctions, and which might help to make the League of Nations more umversJ apart has 'also recommended a consultation among the Pacific ers at a conference, which might aid in restoring the present disturbed relationship, and might re-establish ■ a basis for. international co-operation among the nations in the Pacific
area. The suggestion is that Pacific agreements should be organised between the United States, Russia, Japan, China, France, and Great Britain.
