MUSSOLINI’S SCHEME
CENTRAL EUROPE’S RESTORATION

LONDON, August 21
The British United Pi’ess correspondent at .Romo says : It is understood that Signor Mussolini has submitted a plan for restoring prosperity to Central Europe to Dr Doll fuss, Premier of Austria, who is in general agreement with the plan. It consist of the following, programme ; —-
First: The political status of Central Europe must remain absolutely unchanged.
-Second : The economic recovery of Central Europe must be resultant on the combined efforts of the Centra,! Powers, including Germany.
Third ; Measures must be taken f° r the Central European states formerly constituting Ajustro-Hungary to set up automatic machinery (for facilitating economic changes among themselves. Four; Germany, must desist from any plans to bring about- definite union with Austria.
Under such .agreement, Italian opinion (believes that Signor Mussolini will gradually become an arbiter in Central European affairs, wd Jtaly will help France in granting assistance to Roumania, Jugo-Slavia, and Czechoslovakia.
The “Manchester Guardian’s'’ Vienna correspondent says: The Nazis’ propaganda in Austria continues underground. Leaflets that formerly were scattered by aeroplanes now reach the citizen, -5 through the post by tens of thousands. These follow the broad line s of the Munich broadcasts. After a conclave lasting all day, Signor Mussolini'and Docto r Dollfuss declared last evening that they were completely .'agreed on all of the subjects discussed. It is understood that the conversations covered the whole ground of Austria’s position, Dr Dollfuss explaining that Austria’s viewpoint was based on the principle of independence with the peaceful collaboration of her neighbours, Italy, Hungary and later Germany. II Due© i§ reported tio have informed Dr Dollfwss that Italy would be able to help best by a continuance of these friendly conversations.
SHIPPING TALKS IN GERMANY.

Berlin press reports state that the effect of the arrangement will be to remove .restrictions on foreign shipping dompanies’ activities. Afn official announcement will he made later.
GERMAN JEWS MIGRATION PLAN
PRAGUE, August 21.
The Zionist Go tigress is opening hove to-day. It will consider a plan to take a quarter of a million Jews from Germany, settling one hundred thousand of them in Palestine, and the rest elsewhere, including a quota, in Australia. Owing to the disfavour with which German is regarded, the officiai languasre's' at the conference will be Hebrew and English.
ANOTHER RADIO BROADCAST.
MUNICH, August 21
Herr Habicht, in another wireless broadcast, declared that the Anschluss was the only possible solution of Austria’s difficulties. There could be •• no place of stability i n Europe until Germany .and Austria were united in on Anschluss. War" was being waged by the Doll fuss Government against its own people.
