At first there were only three or four who were in arrears of their sirbscm pious, but in Ithe last three years the number was respectively twelve, sixteen and twenty-eight, other, wise more than, half the members of the League, mostly small states. Consequently the percentage of loss is 20.8. Germany, listed among the defaulters, Inform, 3 the League that a sum of marks equal to the contribution was paid into a German tank, but is unavailable fo r use outside Germany.
