SALE AND PURCHASE TENANTS. CITY COUNCIL’S COMPLAINT. (Per Press Association — Oopynylit.) CHRISTCHURCH, June 20. Serious allegations against the conduct of some sale and purchase “tenants”, of workers’ dwellings owned h,y the Christchurch City Council wore made by members of the housing subcommittee at a meeting of the Council. Powers were taken by the Council to resume possession of any houses where the ,owners were constfjred unsatisfactory, but it was made clear that these powers would not bge usej where a genuine attempt had been made by the owners to meet obligations. It was reported that man.v owners of dwellings cwre in arrears and were not making any reasonable effort to pay instalments. Further, one tenant disappeared, taking an electric range and blinds, and others had left, subletting the houses, and had failed to pay any money to the Council. Altogether the arrears amounted to £3OOO,
