The Security Committee of the Disarmament Conference has adopted the Russian definition of rn aggi e s s' j rThe definition is as follows: An aggressor is, first, a nation which declares war ; secondly, one which invades the territory of another stale without any declaration of war ; thirdly one which establishes a Urtval blockade against another state; fourthly, one which bombards the territory of a neighbouring state; fifthly, one which establishes land, naval or air forces 'in the territory of another state without that state’s permission.
