DISARMAMENT
NEW DECLARATION AGREED ON

RUGBY, February 28. A new declaration, pledging the nations not to resort to force, wa 6 .agreed upon by the Drafting Committee of the Disarmament C on f ereri ce. In the amended form it provides that '“under signed Government® anxious to ' further the cause of disarmament by increasing' the spirit of mutual confidence between nations in Europe, by means of a declaration expressly forbidding resort to force in circumstances in wlhich th e Pact of-Paris forbids report to war, hereby' solemnly reaffirm they were not in any event to resort, as between themselves, to force, as an instrument of national policy.” Member of the League Council at Geneva, in a private meeting, accepted the proposal submitted by Britain. ■ France agreed to put 'ban % embargo on the export of arms to "both parties in the Bolivia—Paraguay dispute.
