Thomas) a. cable stating; “It is impract--(icable, imder present conditions, to contemplate the adoption of a system of common roll representation, in preference to the existing -system of elec-
tions in Fiji.” This refers to a request by the Indian members of the Council for a common roll,, instead of separate rolls and members for the Europeans and Indians, as at present.
