Winkler foreshadowing Austria’s rejection of the Franco-British note regarding the impo.rtait.ion of machine guns, as being the only declaration possible from a country conscious of its rights and dignity.

The North German Gazette describes the Anglo-French note to Austria .as '“unpaxaleleid: (blackmail.” The paper attacks Britain for the weakness ■of her foreign policy as enunciated by Sir John Simon, who, it says, is everlasting apologising, and yet acts continuously as though England were mcr© powerless than she is. He even outdoes his predecessor, Sir Austen Cii amber lain, in voluntary self-immo-lation for the benefit of French imperialism. _______
