THE TREND OF MODERN DRESS. PARIS, February 7. Inspired by the literary and romantic fashions set by Noel Coward, the dictators of fashion have decided that a return to 1900 will be the fashion rule this year. The tendencies of recent years for simplified sporting appearance are now dead and forgotten, and elaboration of decorative details will rage. ' 1 3! j Shirts will he modest length, blouses of flimsy material, adorned with flounces, ruches and needlework, and with short full-flounced sleeves. The 1900 high waistline will return, and small capes and waisted coatees will be worn. Hats are unchanged in type, but will be worn perched on the right side, low over the forehead, leaving the crown of the head uncovered.
