CONSTITUTION CRITICISED.

SYDNEY, January 28,

In a paper read at the Australian ' Institute of Political Science, Mr Menzies, Victorian Attorney-General, said that that portion of Section 51 of the industrial powers in the Commonwealth had created a “new engine of disorder.” It had broubht about a bitter industrial psychology, which tended to aggravate the industrial' discontent, caused extensive moral injury, and had done much to destroy the democracy of the union organisation. The only remedy was to give the Commonwealth power to legislate generally in all industrial matters.
