PREPARING SUBMARINE BASES.

It is understood that the mandates commission report which is being presented to the League Council deals with a startling allegation that Japan spent £IOO,OOO in the preparation of submarine bases Perlcw and Marienne Islands.

The Geneva correspondent of the “Daily Herald” which is bitterly antagonistic to Japan, publishes a grave suggestion ithat the League and America are disturbed by the reports that Japan is secretly .preparing submarine bases at Marianne and Pelew Islands, held under a mandate, forbidding fortifications, and meanwhile is forbidding unauthorised visitor!® to approach the new harbour.

The report was shown to Mr Bruce, who quoted an extract from the minutes of the Permanent Mandates Commission showing a similar rumour was investigated last year by the Commission, which sent a note to Japanese delegates, whose denial later was confirmed by the Government’s statement, that Japan never contemplated a naval base at islands under mandate .
