Austria and Italy. The “Daily Telegraph” points out that Austria, unlike Switzerland, it not self-contained economically, and possesses no easily defensible strategic frontiers. It : says it is unlikely that Italy and Germany will asqniesce m tlie plan, which even realisticallyminded French statesmen regard as Utopian. ,
