COMMERCIAL TREATY
JAPAN AND MANCHUKUO

The draft of a commercial treaty between Japan* and Manchukuo is expected to be concluded early in February. It provides for the improvement of the judicial system, re-affirms the “open door” policy, but stipulates reciprocal clauses regarding special imposts on exports for mutual benefit, and also provides for the extension of the Japanese rights of leasehold under the 1915 treaty to the whole of Manchukuo; also reciprocal freedom to travel, residence, business and inland navigation and exchange of consuls.
