EX-KAISER’S RETURN
IS NOW POSSIBLE BY ALTERATIONS IN LAWS. (United Press Association—By Electrio Telegraph—Copyright.) (Received 9.30 a.m.) BERLIN, December 17. Cabinet has agreed to the main provisions of the new Act for the!protection of the Republic replacing the law which expires on December 31. It rescinds several drastic penalties, especially affecting terrorism, and the liberty of the press, although von Schleicher emphasised that he would deal drastically with excesses. It is officially explained that the disappearance of the old law s removes tlie last barrier against- tile ex-Kais-er’s return —that so-called “Kaiser paragraph” lapsed last year when the requisite two-tliirds of - the Reichstag did not support the clause. Consequently Wilhelm is at liberty to return when lie chooses, but lie still adherss to liis oft-repeated declaration that he will not return until the nation calls him.
