JAPAN’S BEFUSAL TO AID IN CONCILIATION. (United Press Association—By Electric Telegraph—Copyright.’
(Received 11.40 a.m.) GENEVA, December 13.
The Japanese Government has instructed the Japanese delegation to decline' to participate on the proposed Manchurian conciliation committee., Japan objects to the application of Article 15, and declares that it is impossible for the proposed committee of nineteen to arrive at an equitable decision on such a complicated situation, and denies the propriety of any application of sanctions.

The League of Nations committee of nineteen lmd a lively discussion on Manchuria: The Irish Free State and other small powers wanted to take a strong line of action but Britain and France counselled moderation. Following a meeting between Dr. Yen and M. Litvinoff, it was announced that the Soviet and China had resumed relations severed in 1929 over the Chinese Eastern Railway. M. Litvinoff stated that the present Far Eastern troubles largely originated from the fact that none of the Pacific States had been maintaining diplomatic relations.
