CALCUTTA, December 9

The district magistrate’s report of his administration during the last twelve months states that of every hundred adult deaths in the Peshawar district, 2.5 died by violence. The number of murders in the Peshawar district was approximately equal to those in New York, which has a population seven times larger. The prevalence of major crime is regarded as being due to the spirit of anarchy, and the preachings of Abdul Chaffer Khan, the Red Shirt leader, who is now a state prisoner.
