LONDON, December 9.

M. Matsuoka accused the League of having encouraged China to resist, and did not believe that the whole world’s opinion was against Japan. Even if it were, public opinion might be wrong, and might change as it had before when Christ was crucified. Japan is on the friendliest terms with Russia, and it is hoped, shortly, to conclude a treaty of non-aggression. “Look at the difficulty of pur position now. with America facing us across the Pacific, and Russia facing us from the north.”
