DEFEAT IN UPPER HOUSE.

SYDNEY, December 7
As the result of its second defeat in the Legislative Coucil within a week on a vital clause of the Moratorium Bill, the State Government jS (in a serious position. It is possible that tlie Government will seek additional appoints to the Upper Hquse.
LEGISLATIVE APPOINTMENT.
SYDNEY, December 8
If the Government is not assured of a majority in the Upper House by Tuesday to carry the Moratorium Bill without vital amendments, the Governor will probably be asked to make additional appointments. The number mentioned is between fifteen and twenty. Cabinet, at a meeting, decided to adjourn the sittings of the Council until Tuesday, in order that Ministers in the meantime may have an opportunity to formulate plans.
