DITTIES ENFORCED NO PREFERENCE FREE STATE. (British Official Wireless.) RUGBY, November 16. The passage into law of the Ottawa Agreements which received the Royal assent last night, was promptly followed by' a Treasury order, which with, certain exceptions, will bring into • force from tonight, the duties on foreign goods, in the Various Ottawa' agrtWiients to- : gcther with the preferei: ial tax on the import of coffee and w.ne. The order also provides for a continuance of the exemption of Empire impor ;s from the ten per cent, ad valorem duty, and the additional duties imunder the Import Duties Act.

The duties which come into force to-night .are those covered by the agreements with Canada, Australia, New Zealand, South Africa and Southern Rhodesia. India and Newfoundland have not yet taken these steps. A proposition is also made for the temporary postponement of the copper duty. The only dominion which dees not participate in the Empire preferences is the Irish Free State. EFFECT OF TARIFF ON U.S.A. (NEW YORK, November 17. The New York “Times’ ” Washington correspondent states : The United States Department and the United States Chamber of Commercte have announced to-day that separate investiga- . tions have disclosed that 150,866 thousand dollars of United States exports to Canada, and' Britain would he effected by the tariff preferences which they will accord to each other under the Ottawa Agreement®. While stating .that these totals would hardly he completely lost to the United States, it was expected that the losses would nevertheless be considerable.
