A STONEWALLING GAME.
“The attitude of France is unmistakable,” asserts the “Evening Standard.” “When the French Press speaks with the unanimity now to be observed in it everyone knows that the word has gone forth from high quarters. Mr Hoover is accused on the one hand ol attempting to dictate to Europe, of forgetting that ‘an international conference is convoked to confer and not to file ukases.’ On the other hand, it is explained that he really has not lift 1 mind on-Europe at all, but is'merely striking an attitude for the benefit of the American electors. When France chooses to play a stonewalling game there is no known method of shifting her. She has quite clearly set her face against Mr Hoover’s plan, and is using the same tactics as last year with the moratorium.”
