WELLINGTON, November 17

In the Legislative Council yesterday, the Local Authorities Sinking Funds Bid was received from the House. The Bill was read a second time pro forma and referred to the Statutes Revisi"n Committee.

In the House of Representatives the judicial proceedings (Regulation of Reports) Bill (Minister of Justice) was read a second time pro forma and re-, ferred to the Statutes Revision Committee.

The Bill prohibits the publication of details of court proceedings whlich are calculated to injure public morals. It also provides that except with the authority of the persons represented, it shall not be lowful to print or publish in relation to any judicial proceedings, any photographs, drawing caricature or other representation of any person, who is a party to the proceedings, Or ft witness, or who has attended the proceedings for the purpose of giving evidence. Those who are liable to conviction under the Bill for the offences include a proprietor, manager, editor, sub-editor, master printer or publisher of the paper and a penalty on summary conviction, not exceeding two months imprisonment or a fine of £250 or both is provided for. No prosecution under the Bill shall, however, he commenced except with the authority of the Attorney General.

THE SMALL FARM SCHEME

Settlers placed on the land under the ten-acre far n scheme total the Minister of Agriculture, Hon. C. EMacmillan, informed the House yesterday when replying to a question asked by Mr H. G. R. . Mason (Lab., Auckland Suburbs) during discussion on the Estimates of the Agricultural 7 Department.
