The Socialists have refused to discuss the situation with Chancellor Von Papen because, recently, he described them as being enemie s of the people, and as always being opposed to all parties. Moreover, he said, it would b. e the President's,, and not the Chancellor’s business, to negotiate the formation of a new Government.
Chancellor Von Papen’s position is generally considered precarious.
