MOSCOW, November 12.
The rationalisation of the Soviet Government departments is leading to the dismissal of 25,000. They will be given facilities to qualify for positions in businesses that at present are un-der-staffed.
Five ,thousand will be employed as clerks of Government farms.
VON PAPEN AND MINISTRY. BERLIN, November 13. A message states that von Papen, continuing negotiations to broaden the Ministry, lias met with no success yet.
