NEW MEXICAN LAW
SYSTEM OF BIRTH CONTROL. POVERTY AS BAR TO FAMILY. (United Press Association—By Electric Telegraph—Copyright) NjAV YORK, October 29. A message from Vera Cruz, in Mexico, -states: Dr /Salvador Mendoza-, one o'f the 1 drafters of the new Mexican civil code has announced to-day that the State authorities hav-e decided to draw up a law to establish a system of birth control in Vera Cruz.
The attorney aLo said tne new Jaw would require all parents wishing to have children to appear before a board. An inquiry would be then made as t O . the- size of their family, their ability to provide and educate then* children, and the condition of the health of the parents. Tho measure, he -said, would prohibit children to those peop'e who were extremely poor, or over© incompetent, or wer e defective. Dr 'Mendoza explained that he was preparing this birth control law of tt.e new code with the idea of benefiting the proletariat and bettering file race. The -State Government, he said, had planned to appoint a committee' ot obstetricians to discuss with Margaret Sanger','tli-e American birth bontro advocate, liovv best the new code would he applied.
