East Shantung, where the rival generals, Hanfuchu and Lieu Chennien are struggling for control, has been 'Subjected to a reign of terror, according to despatches from Chefoo, whither thousands of .refugees are flocking. Numerous villages in the Hinterland thave been sacked and burned by the soldiers of both sides.
