Wilford opposed a test case as an unjustifiable delay. The committee by 50 to 12 adopted Hilton Young’s motion that jurists submit an early opinion whether reductions would be legal. The Commission is now debating Mr Young’s motion proposing a ten P er cent reductions from October 15.
