LYTTON REPORT
-PRESS OPINION. (United Press Association —By Electric Telegraph—Copyright.) LONDON, October 5. “The Times,” summing up its impressions of the Lytton Commission report, expressed the opinion that it can, in a general way, be taken as a guide to the policy I ,’ of all of the countries concerned. “.With the present exception of Japan,” it says, “ it is clear that, in working for ultimate adoption of the proposals of the Commission, international diplomacy .will be working for the welfare of the Manchurians. Japan herself must, ultimately prefer their prosperity to their discontent and their hostility.”
