DELAY AGREED TO AT THE REQUEST OF JAPAN. (United Press Association—By Electric Telegraph—Copyright.) GENEVA, September 24. The council of the League of Nations received and agreed to a request by Japan to delay the Council’s discussion on the Lord Lytton Commission’s report on the China-Japanese situation until November 14th. The report is to be published on October Ist. Mr de Valera, who presided over the League Council, expressed the council’s reg're'j that Japan should be seeking for a fresh postponement of the discussion. /Mr de Valera, said that the League council considered that Japan’s recognition of tiie Treaty she had concluded with Manchukuo had prejudiced the League’s decision.
