GERMANY NOT PARTICIPATING FEARS FOR LEAGUE OF NATIONS (United Press Association —By Electric Tel egr aph—Copy right.) LONDON, September 16. The British United Press correspondent at Berlin says that Germany officially notified Mr Arthur Hender" son (the president of the conference) that she will be unable 'to participate in the Disarmament Conference until her demand for arms equality has been recognised.

The “Daily Herald’s” diplomatic correspondent reads into the recent statement on the matter by Signor Mussolini, the idea that Germany’s withdrawal from the Disarmament Conference would result in its paralysis, and its adjournment indefinitely. The correspondent says it would also fie a mortal blow to the League of Nations, and ho hints that the failure of the Disarmament Conference would, in all probability be followed by the resignation of Germany and Italy from the Loague of Nations. He also isuggests that Japan’s resignation from the League will, possibly, result from the decisions in reference to the claims regarding China’s integrity.
