JAPAN’S POLICY

HAS NO TERRITORIAL DESIGN.

TOKYO, Aug. 55,

In the Japanese Diet to-day, Baron Uchida, Foreign in an important statement, said that the Gov-

ernment was arranging for the early formal recognition of the Mancliukuo, as ruler of an independent Manchuria, which they were convinced was necessary to stabilise the conditions leading to peace iu the Far East. He pointed out that the birth of this independent' State and the separatist movement of the Manchurian people had long been oppressed by Chinese War Lords, whose defeat, at the hands of Japan, had afforded them an opportunity to shake off the yoke. Japan had exercised! patience for 20 years and forebearance towards China’s provocative attacks, which had cumulatively grown worse, eventually necessitating decisive action to be taken for the protection of Japan's fights. Ho Insisted that Japan’s action would not violate, the Kellogg pact, or' any other pact. Japan,; he said, was absolutely guiltless of any territorial de* signs In Manchuria or anywhere.'

SHANGHAI, Aug. 25

The anti-Japanese boycott situation here is exceedingly grave. The Japanese are report'd to be combining to take action against various terrorists, and also Chinese groups enforcing the boycott.

A Japanese naval landing party has issued a statement allaying the anxiety of the Japanese civilian residents, of whom now a large proportion have returned to the city, assuring them that ample protection will be provided It is not expected that the boycott movement will attain its full force until after the publication of the League of .Nations’ Commission's report upon the situation on September 15th.
