THE [RUSSIAN QUESTION. (United Presir 'Electric Telegraph-Copyright.) (Received this day at 11.15 a.m.) OTTAWA, August 17. ; The Conference accepted the following report from the committee oil customs administration; —■ (1) It was agreed regarding customs administration' that aims to be kept in view should be finst the avoidance of uncertainty regarding., the amount of duty payable on arrival of goods in the importing countries; second, a reduction of and deljiy to a minimum ; third, provision of facilities for, expeditious and effective settlement of disputes .relating to all matters affecting the application of customs tariff. {2) It' was also agreed that any measures which customs administrations might take to safeguard themselves against evasion should be consistent with these principles. t Regarding the 'Russian question, the .spokesman said: I think there is a very urgent effort being made on all sides to work out a formula, whereby a fair deal Will be given the Dominions in their competition with Russia. There is not yet any absolutely definite result, but the delegates are hopeful that a satisfactory agreement will be reached.
