These concern- the. • programmes for 1931, and.for 1932. The former was held back for eighteen months, A conservative estimate of the total expenditure is twenty million sterling. All l but a negligible fraction of this is going to be British labour and materials.'' - The -programmes include four .7000 ton : “Leimdef” cruisers, two 550 ton “Ar-etbusa” cruisers, two flotifla leaders, sixteen destroyers, eight -sloops, six submarines, two gunboats and three depot or auxiliary ships-. • " - : ' ■ '
