CONGRATULATIONS FOR CHANCELLOR. (United Press Association —By Electric Telegraph—Copyright.) LONDON, July 12. In the House of Commons, Sir Stafford Cnpgs, K.C. (Labour) urged the Government to treat the present /Situation as in 1914. It should be prepared to take control, if necessary of everything conducing to th e national prosperity. Mr .Churchill congratulated the Chancellor on the conversion scheme, of which the secrecy and th e boldness constituted a model. The savings achieved should be returned to the, taxpayers in the form of a reduction in direct taxation, or otherwise the great operation would be essentially deflationary. The national spending power has been reduced by twentythree millions. It could on’y be balanced by a corresponding reduction in' taxation.

Mr Churchill added that he was unable to join in the general rejoicing over the Lausanne T r eaty. Anything removing friction betweeif, Germany and France was good, but Germany ought, above all, to be felicitated. Within fifteen years of the war, she was virtually free from the burden of repairing the awful injuries inflicted on her neighbours, '• \ ■ '
