A wave of uneasiness is passing over Germany. The situation is summed up by ‘ ‘Vonva-erte’’ in a headline “On the verge of Civil War.” The fact that the Governments of Baden and Bavaria are defying the Presidential- decree, and are . permitting Nazis to wear a uniform- has brought the crisis to a. head. Rioting in at least a dozen centres in *i*d»ette»*J»*ng wounded. Republicans accuse Nazis of conducting a reign of terror, • while Nazis declare Communists provoke the disturbances. The widespread fighting has placed the' Government in a most difficult position as it is anxious to avoid the aggravation of territorial antagonism. Accordingly Government have called a conference of seventeen states for tomorrow, which may result in a proclamation of a state of emergency "throughout Germany. This wouild place the country under a modified martial law, but is particularly dimed at South German States. Hitlerites •are bringing'heavy pressure to bear on the Government to enforce the federal authorities in the so-called rebellious States.
